For appointment to a Business Systems Analyst 2, you must have:

  • A bachelor’s or higher degree AND three years of business analysis experience where your primary duty was performing three of the five following activities:
    • Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
    • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
    • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
    • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
    • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

OR

  • A bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND one year of business analysis experience where your primary duty was performing three of the five activities listed above.

OR

  • Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.

Examples of non-qualifying experience include but ARE NOT limited to:

  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
  • Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

For 70.1 or 52.6 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1. 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

 

Duties

Under the direction of the Business Systems Analyst 3, the Business Systems Analyst (BSA) 2, SG-23, is responsible for, but not limited to the following:
  • Defines the business needs driving the need for a project, assesses capability gaps of existing solutions, determines solution approaches to meeting business needs (in collaboration with BSA3) defines the scope of a solution (in collaboration with BSA3), defines the business case for a solution or modification, assesses proposed solutions (in collaboration with BSA3), allocates requirements across solution components/releases (in collaboration with BSA3), assesses organizational readiness to implement, defines transition requirements to implement.
  • Validates that solutions meet business needs (by developing test data and scenarios, creating and modifying test scripts, testing system functions, and documenting results), evaluates solution performance against business goals and objectives.
  • Plans the BA approach, BA activities, BA communications, and requirements management (all in concert with higher-level BSAs), conducts stakeholder analyses.
  • Prepares for elicitation activities and conducts elicitation activities, documents the results of elicitation activities and confirms the results of elicitation activities.
  • Assists in prioritizing requirements by organizes requirements into logical groupings, specifies and models requirements.
  • Defines assumptions & constraints of solutions (at any point in their lifecycle), verifies requirement quality and validates requirement value.
  • Assists in managing solution scope and requirements, assists in managing requirements traceability, maintains requirements re-usability for future business events/initiatives, prepares requirements packages and communicates requirements.
  • Develops training and user support materials, assists in updating organizational process assets (such as requirement and specification documents, procedures, job aids, process models, etc.).
  • Receive and manage communications from end users, including problem reports, enhancement requests, reporting needs, security changes, and training inquiries:
    • Assess information received for completeness and comprehensiveness; work with end users to determine missing information.
    • Determine course of action to handle communication (e.g., system change, security updates, report development, etc.).
  • Data analysis and report development using a variety of reporting tools.
  • Training assessment, training materials and/or procedure development and upkeep.
  • Develop communication and user support plans.
  • Review security needs and recommend action to or make security request of system administrators.
  • Communication and escalation of issues to management.

Knowledge, Skills & Abilities

  • Demonstrated experience in the development of business process documents and training materials.
  • Demonstrated experience troubleshooting system problems and errors.
  • Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint).
  • Strong organizational skills and the ability to prioritize when working on multiple tasks.
  • Excellent interpersonal and communication (written and oral) skills.
  • Ability to work independently, as well as in a team environment.
  • Ability to work with others to analyze problems quickly and collaborate to develop the best solution.
  • Flexibility, adaptability, and capability to work well in a fast paced, participative, deadline-oriented environment with diverse assignments.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
